Water coming into cockpit through cockpit drains

This happens on my 17 Sunday Cat in a brisk breeze even with only two POB. Is this normal?

It is not unusual for water to come in through cockpit drains in smaller boats. As the boat heels the leeward drain may go below the waterline because of the heeling and the stern wave. Once the boat levels out, the water should drain.
