Hard to tell what your picture is other than a Doyle Logo. Call Doyle and ask them.

Looks like a tacker. It wraps around your furler and attaches to the spinnaker tack.

Yes, Caguy is correct, it wraps around the front of your furled headsail to protect it from chafing.
