I was just watching a sailing video and noticed that the wheel had some sort of weight looking thing bolted to one of the spokes,any idea what this is and what it would do

That is the locking threaded handle for a Lewmar folding wheel. I have one just like it. It is very light plastic and does not affect the operation of the wheel.
