I assume that you are not using the roller furling unit. That prevents peeling a jib.
To answer you questions, "it depends". You can do it either way. The easiest way is like Scott said, raise on the inside, tack over and drop on the inside. This only is good if you are going to be tacking anyway, otherwise it is a waste.
If you are not needing to tack, raise the new in the empty slot and drop the old sail. Which ever operation is done on the outside will be a pain, have extra foredeck crew to control the sail as it goes up or down. Make sure that the new sheet is clear of fouling the others.
Also make sure that you have matched halyards with foil track. Starbord halyard with starbord track. Port halyard with port track.
