Nope...the Coast Guard doesn't approve toilets, only treatment devices and TECHNICALLY also holding tanks...but any container that receives and retains, but does not discharge sewage, is automatically considered CG certified as a Type III (holding tank)...so in actual practice the CG only concerns itself with treatment devices, They don't care if your 'toilet' is a trash can with a baggie in it...they're only concerned with what you do with the contents of the baggie.

Not quite true either...holding tank discharge thru-hulls that are above the waterline very rarely have seacocks or even y-valves...just tee or wye fittings and open thru-hulls.
The CG Aux member who wrote that isn't the first one to get it wrong in a flyer...it happens quite a bit, actually. It only matters if an Aux inspector thinks the boat isn't in compliance...but that's not a disaster either, 'cuz AUX inspections are COURTESY inspections only...their purpose is to make sure the boat can pass a real CG inspection and give the owner the opportunity to correct anything that wouldn't.
