Horn control unit. It times down the start clock. The blue, white, red lights obviously correspond to the flags. We have something similar hooked up to horns on the Comedy Boat. Once you wind it up, it clicks down the starting sequence.

The Sodeco unit is an impulse counter...looks similar to a model MTR IC 6-12.

But why spend time and money on what seems to be a quite a sophisticated machinery for just
recording a race. Looks like a lot of R&D has gone into this thing.

I have yet to disassemble the unit.

Once it's apart, give it to Roger Long. It should keep him busy for two or three years and take his mind off that operation.

That is a standard XLR plug connection. Go to any music store and you should be able to get a XLR plug, they are most commonly used for stage microphones

Looks like a timekeeping recorder/printer for point-point races.
click at start, then as each boat returns, click and print their actual or handicapped time.

Or it is a urinalysis machine. Hook it up and whizz on it, and see what happens.
