why is sail area increased in plan #9 vs #8?

why has sail area increased in sail plan #9 vs#8? + Is this a sail plan for hanked on jib? can you comment on using a flatening reef (the clew 8" or so above my clew)? would you use the same sail plan earlier if one did not want to sail as hard/ heel?

That's a Coast Guard convention. Bare poles area includes the hull, cabin, etc. I included it for comparison with some stuff I was looking at outside the thread. Just disregard it.
