Purchased last fall my 23 footer. This year I am planning on replacing my Headsail, which uses hanks. I sail in bays with winds up to 15 knots, and would appreciate suggestions on headsail size. I am thinking of a 120 to 130% sail. Would 5oz Dac be enough? I have an old 150, which overpowers the boat. I am just a cruiser.

The boat will sail faster with the jib sail at 15 knots than the 130 ( we don't care to race either) but at 15 knots you will start to get overpowered with the 130. We can furl ours in as the wind increases to a point. (shape deteriorates) We keep the 130 on because we sail on a lake and the winds are light typically and constantly circling.
We had sailcare set us up with the foil and furler. When we bought the boat it was originaly hank on.

If you stay with the hanks I suggest you get a 150 to 155 genoa and a 100 to 110 jib. With winds up to 15 kts you probably have a lot of times with less and a 130 just won't get it. You can always reduce sail. A headsail change on a 23 ft boat ain't that big of a deal. If you start to get over powered, put a reef in the main. Being a masthead rig, the main should be reefed before a reduction in headsail.
