Anchor hole cover water intrusion

Is this anchor rope/chain hole cover a stock item? I has some water intrusion and I think it's from this as it can't close completely - has a small hole no matter how it is twisted. How do you prevent water intrusion here at the anchor rope hole, or it it unavoidable? Blue plastic is my temporary waterproofing film. Photos attached.

But how does water getting in throug here affect anything ? Doesn't the anchor locker have a drain hole at the bottom ?

Sea water washes in and out of the bottom drain hole continuously when we're under way.

It's not stock. Because of that, pics from inside the boat would be required to know if there is a proper chain locker with a drain.
That hawsehole certainly doesn't look like it was made to be water tight. Most aren't, because there is normally a draining chain locker. It would be pretty amazing if you did have that.

Nope. I would have been amazed if you DID have that.

I have never seen a proper chain locker in an original design C22. It would be pretty awesome though.

Maybe change that hawse pipe for a different model, not the same boat, but same style as in no anchor locker, we installed an oval one with a good cover, small hole to pass the chain/rode, but it sits on the side, has a lower profile so less of a trip hasard as well.
The cover is on a hinge so it closes automatically

I had nearly the same design hawse pipe on my O'Day 25. It drained into the bilge. I had a knack for putting that boat through some pretty big waves and this was never a known issue. I left the chain outside the locker and had a soft line going through the hawse pipe so it could close properly. Rain water won't get in. The hole should face aft. You may want to consider one with a smaller hole. Plastic and stainless units are available. I purchased one from StainlesSsteelMarine.com since it was the only place I could find one with a tethered cap. I think the hinged ones will let more water in if a wave hits it.

I'm begining to think PERHAPS the water he's experiencing isn't coming in THROUGH the hawse pipe, but maybe AROUND the hawse pipe? I looked at the installation photos again and I don't see any bedding compound.
If that is the case, I'd want to remove it and get that it properly installed. (And get that plywood core sealed up with some epoxy before reinstalling.)

I had that thought as well. I think knowing how much water would also be helpful.
