If I were to guess. It looks like a form of a Spring loaded Hold Down. The hook end appears to be inserted into the base tube. Is there a spring internally in the base tube?

Are you looking to replace this one? Is it broken? Are you looking to replace this same piece but on the other side or something like that? I ask because that is going to be quite difficult to find. If you are looking to fix one you own, you are more likely going to be able to fix it than replace it.

In any case, I doubt you will find it new - you'll likely have to search second hand stores. If you have the parts from the piece you need to get working, rebuilding it may be more viable.
