Does anybody on the forum have sn Elite 364? In Europe it's a called a Feeling.

Your questions are likely common to other boats so don't keep us guessing.
Under the panel, there are 2 switches, under the panel by about 2 inches on the wood. I dont know what these are and the old owner is not in a position to remember.

Your guess is as good as ours at this point - no telling what the previous owner installed. You will need to open the panel and trace the wires. Welcome to the forum! 
I'd guess they're something installed by the previous owner(s) because there's no label as to what they are. I'll take a mile wide guess and say the switch on the right is a momentary contact switch for testing the operation of the bilge pump.
If you don't have an electric bilge pump, scrap that idea.
Time to do some wire tracing on your part.
I see there's a short piece of piano hinge at the top of the wooden panel :
With a little bit of luck, you should be able to lift the panel and expose the wiring beneath. If you can't open the panel on the hinge, you will have to devise another way of getting back there.
Once the panel is open, trace the wires back to the two their respective loads and you'll see their funtions.

.As others have said, that is most likely an addition by a previous owner and not factory installed. The factory would have used some kind of panel and label for the switches.
Are these 2 position switches (on-off), 3 position (on-off-on), or a momentary switch? Knowing this might start to limit the possibilities.

Thanks for your replies. Yes, the hinge does open the panel box. The one switch that you mentioned is a momentary switch, but not got the bilge. The vilgevhas it's own breaker on the panel box.

Sorry, just one of those days, I guess. Please let us know what you find. Good luck. Having that piano hinge should make it easier, just find something to prop it up with; a wooden stick works well - I always have an assortment of wooden dowels around.
It has been opened when we did the survey, so I know I can get back there.

In order for forum or chat group to work, there needs to be a critical mass of boat owners and someone willing to pay the cost. While there were many Elites built, not many of them were sold in North America. There might be an owner's group based in France.
As far as the "momentary switch" is concerned. I'd get a buddy or two on the boat with me. Open as many hatches, doors and openings as you can. Then momentarily flip the switch to the on position. If it has more than one position try both and have the buddy stick his/her head in the openings and listen for something to start. I can't think of many loads other than a pump that would have a momentary switch. If nothing heard, move to the next opening and try again. You might get lucky. While you do all this, look at your DC amp meter and see if there is indication of a load when you hit the switch. Most things will show some load increase when you flip the switch. From the size of the load you might get an indication of the nature of the switch.
Same procedure actually holds for the other switch too. As far as sound though, the load might not make a sound if it is something like a light but it still should show a load. I have added a couple switch myself but I did label them. One is for a fuel polishing system and one is for an exhaust fan for the engine compartment pulling air from near the alternator. You can hear both easily.
Think out of the box and you might get lucky.

Btw, just a reminder, while you're down/back there tracing wires....... have a package of labels nearby, use them when the opportunity to I.D. unmarked wires.... or even to add second labels to long ones or sections of long ones. You'll thank yourself when something acts up in the future.... Good Luck.... Oh, Btw again, stay tuned to this group even though there's no dedicated "Elite" forum yet. Most sailboat issues are somewhat generic, they being constructed with so much non-proprietary systems and hardware. Easy to see why the majority of members follow the "ask all sailors" column.
