Universal M18 cooling system on the hard

I purchased a boat that is on the hard after transport and getting a paint job among other things.

The seacock for the fresh water cooling was left open during transport. Is this an issue?

Nothing wrong at all. I generally leave my seacocks open for the winter so any residual water runs out and doesn’t freeze.

I agree, no problem. When you do get back in the water, just make sure you have water at the pump before you start the engine. I do this by disconnecting the hose from the seacock/strainer at the pump and sucking on it. Gag a little and Bob's your uncle!
