Why would any boater be out in these conditions? It's beyond me.

Stolen vessel, perpetrator wanted in BC Canada, other bizarre connections to the movie world... a strange story to be sure. I'm amazed the boat held togteher as much as it appeared to..

The man was taken into custody late Friday at a warming center near Astoria, Oregon, police said.

So am I to understand, we opened our border to a homeless Canadian, who traveled in some fashion 300 plus miles to Astoria OR, Where he committed several crimes, left a dead fish on the porch of a home. Took selfies of his act, then he stole a boat. Drove the boat out into small Craft warning conditions with the Columbia Bar close to small vessels. Called a MayDay due to boat sinking. Our taxpayer funded USCoast Guard rescued him. Took him to free hospital care. Only to be released and again found in a free warming shelter for the homeless?

As long as he had ID with an address, there was no reason for CBP to stop him at the border, so no foul on them.
Beyond that he would've just been a petty vandal and then thief until not knowing how to handle the boat and calling for help when he realized he might die. I'm surprised he figured out how to use the radio.
The Coast Guard had no idea who he was. I've worked with them a number of times and can't imagine the following on the radio:
"Person calling mayday, do you have any wants or warrants?"
"Are you a good person?"
"Do you own the vessel you are sinking on?"
"Are you going to pay for our services?"
"Have you paid your taxes?"
etc... They really believe in their motto “You have to go out, but you don't have to come back.”
Since he had no criminal record in the US (yet), the hospital had to give him basic care under the Samaritan Law then kicked his ass to the curb. There was no reason for the Coasties to hold him. Again, no foul yet.
Once the Coasties found he'd stolen the boat and the other stuff became apparent, notice how quick the police were able to find and pick him up. I'd call that a win.
It'd work the same with a US person going to Canada. In fact the Canadians let US citizens in easier than we do the Canadians.

I'm reminded of the saying, "The truth is stranger than fiction". And why would that be I've asked? Because when writing fiction it has to be somewhat believable, whereas the truth, is simply the truth and has no preset requirements...
