Need help, tried to pull the 1996 26 hunter today. Using the center lift with two straps on a H bar. The boat would not stay level. Should the blast tank be drained or full ? What I'm I doing wrong?

Open the tank valve and lift a few inches.... wait... lift a few more inches... wait... etc.
