Looks like a home-made boom vang block and tackle. Now you have to figure out how to install it. This article shows how Control Your Mainsail Shape Better With a Boom Vang – The $tingy Sailor (stingysailor.com).
"A" might be a mainsheet system .. "B" looks like a boom vang,,,, Or it could be the other way around?

They are 2 different items.... Photo A has a cam cleat (?) looking thing while B does not.
Do you think they are both intended to be home-made boom vangs?
A - look at the link I posted in post #2 and see how A is rigged on a boom and mast with cam cleat on the boom.
B - it will require a cleat
