Is your sailboat registered or are you sailing in the US? If yes, see page 32 in the attached USCG Requirements and no. 10 in the attached USCG Vessel Safety Checklist. If boarded by USCG they will inspect your boat to confirm your boat has it along with other safety items as identified in the USCG Vessel Safety Checklist.

You need to have an oil discharge placard at least 5 x 8 inch stating the regulations regarding oil discharge from the vessel if your vessel is over 26 ft. If you have a galley on your boat, you are also required to display a placard regarding the disposal of waste and garbage according to Coast Guard regulations. Any of the placards you may need are to be displayed in particular locations on the boat and need to be in languages that the crew on the boat can understand. I have also been informed by US sail & power squadron inspectors that in addition to the oil & waste placard, it is also advised to have a written waste disposal plan & delegated crew member (captain) who is responsible for implementing the plan. (Garbage & refuse that is not alIowed overboard will be stored in plastic refuse bags & disposed of onshore in dedicated marina waste disposal containers or home trash cans). I am not sure as to the size of vessel at which a plan is required. The inspectors told me that USCG will sometimes request to see a written plan. I have one onboard that was suggested by the inspectors & will post it next time I am onboard.

Apparently, A waste management plan is required for boats over 40feet in length. The USPS inspectors gave me a sample & stated that even though it is isn't required on my boat, that the Coast Guard will sometimes ask for one. I have been very fortunate over the years and have never been boarded by USCG, local LE, nor State agents. Needless to say, I keep everything ship shape when an inspection becomes a reality.
I have attached two waste management plans as prepared by Boats US.

The placards - big stickers, really - were free from West Marine last time I need them. The USCG gave me what I needed except one they were out of, which they wrote me the warning for. :)

Ask BoatUS, too.
