I have a Horizon 1500 windless. I have never been able to get it free drop the anchor, does this windless have that ability?

I got a question about my windless. I to have the Horizon 1500 on a 2000 460, I can not seem to get the windless to free drop the anchor. Does this windless have that ability? If so how do you perform this operation?
