A few years ago, we had a thread on pressure washing that went on for several weeks. It really took a weird detour into amputated toes, blood poisoning, lost eyes etc. It went way past ridiculous and just kept going.

My point about extra thick fender washers is that you can order them from Bolt Depot pretty cheap, typically less than $1.

Don't just slop epoxy on there to fill in the depressions. Take the time to do it right. Sand off the surface to get to raw laminate, then mix some epoxy and fill it with chopped strands of glass, just take some glass cloth and with scissors cut some strands off to get a very thick paste that won't run when you mix it all together. Coat your backing plate with wax or other release agent then put the thickened epoxy in the depressed areas and using release agent coated bolts bolt the backing plate in place until the epoxy hardens. Once in place clean up any that oozes out. Once hardened you will have a nice flat surface for the backing plate to permanently mount against. Seal the assembly from the outside as previously mentioned in this thread. Water pressure tries to push the sealant into the joint. If you seal the inside the water pressure tries to push the sealant out of the joint. Plus the bolts are then sitting in water that is not refreshed causing crevice corrosion. 3M 4200 should work fine.
