The item in the first photo is marked “seagull” leading me to wonder if it’s a part from a British Seagull outboard. Why don’t you ask the previous owner?

Without a doubt, that is what it is.

Looks like the mounting that would bolt (not clamp?) to the transom so that the engine can pivot up out of the water..

Because the previous owner lied about everything down to why he combed his hair the way he did and only owned the boat for a couple of months. He did say it was for a tiller and was a $600 part, but everyone I’ve asked said no that’s not correct.
Thanks

Put it on ebay. Don’t throw it away, there are a lot of Seagull owners out there and someone will want it.

Put it on eBay in an auction.
You may be surprised what you'll get for it. Mostly because it's original Seagull, and in new condition.

Just tag it correctly in eBay, so that Seagull collectors can find it. If you're not familiar, ask around and research a few minutes.

Jonathan Livingston has been looking for that and has offered a $10,000 reward. He says he needs it to make his life complete

Yeah, i haven't quite gotten eBay optimized yet. At least put enough reserve on it to cover shipping. USPS has those ship anything boxes.

I wonder if that little antique outboard motor museum on Saba Rock survived Irma or if the motors were recovered. They were beautiful.

My sources state a complete rebuild is in progress of Saba Rock and it's facilities. BEYC took a much larger whallop and mostly devastated. It looks like from a post-Irma photo that little gift shop and antique motor mini-museum survived structurally.
