Every vessel shall at all times maintain a proper look-out by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and of the risk of collision.

The regs specify "under command" not "under control". The Urinator (That's his cool wrestling name) had command of his vessel but not control of his vessel.

@uncledom i do not disagree with your conclusion. There is a state law requiring boats to not interfere with WA ferries during their crossings.

But the review did place some blame on the ferry captain.

@Will Gilmore I think you asked about damage to NapTyme.
I saw a video where the owner did a promotional for the Gig Harbor marine repair business that fixed his boat. Said it cost $65,000 to repair his boat. Also said the boat was his full time home.

It seems he has the second best time overall for the leg from the Ouessant starting line to the Cape Horn latitudes. He was about 2 and a half days behind the crewed record of 26 days 15 hours. The record for doing it single handed.

I see that for state and local law but, I couldn't find that for USCG international law. I have also seen laws that give larger tonnage vessels right-of-way but, again, not in USCG international law.
