The rule change is pretty specific and limited to handheld VHF and communication to the "mother ship" about the ship's business.

Still need to have shore license to operate a fixed mount VHF.

Also, of note in these changes it is now permissible to transfer a ship's station license. In the past if the boat ownership changed, the new owner had to obtain a new license, not any more.
