Hi. I have had a '81 22 foot for a year. Under the v berth cushions there is a wooden cover for a storage compartment but upon closer inspection there is a hole in the bottom. See photos. Any thoughts?

What part do your think is mysterious?
The locker is simple storage, every boat needs that.

Mysterious as to why there would need to be a drain hole in the storage area. There should never be water entering that storage area unless it's intended for something other than storage. The only way water would enter if it's sunk. It must be for when the bilge would back up.
1) Sailboats leak, often from places difficult to discern, with water travelling to areas that are inexplicably far away from and unrelated to the source of the leak. If you have not yet experienced this, count yourself lucky. Limber holes allow that water to accumulate in a more central location, usually a lower more central one, where the water is less likely to affect trim.
2) If the area was intended for ground tackle, well, in theory that often gets wet.
3) I know you are new here, but the content of Jackdaw's posts you can take to the bank.
The Oday22 did not have a real anchor locker so that is the place you stowed your rode and anchor. Anchors get wet sometimes and need to drain out. Might also want to wash the mud and salt off 'em.
If it is under the vee berth, can you get a look at it from the side through any other compartment? Then you could see whether it is insulated.
Also, were there rust stains in it? That might indicate the presence of ground tackle: chains and shackles...

None of the O'DAY 22s (or 222s for that matter) came from the factory with an on-deck anchor locker. That was a feature only on the 23 (1977-85) , 240, 25 (but only 1979-83), and 26 Trailerable cruisers. Most of the larger models 272 and larger (although not the original 27) had anchor lockers.

Just as reference, the storage under the v-berth in my 192 is just a hole down through the floatation foam down to the hull. So, kinda insulated if you wanted it to be a cooler. I have a spare anchor or two in there, and one or two shots of spare warp. I suppose someday I should take that stuff out and see if there's any limber hole back to... where? The "bilge" under the companionway step? Which isn't much of a bilge, and stays thankfully dry in my boat....
