Faulty electric panel

Hi,
2/3 of the switches on my electrical panel stopped working. Attached are pics of the forward and backward sides of the panel.
Switches 1 through 12 don't work and 13 through 16 do work.
Using a voltmeter I see that when I turn a faulty switch on the corresponding green light turns on (at the front of the panel) but there is no voltage on the "+" and "-" corresponding screws at the back of the panel. On a switch that works (13-16) the voltage is 13v as the voltage of the battery.
Checking the red PLUS cable that feeds the panel (on the right side of the picture) I see that there is current and the GOUND is OK too (same voltage as the battery).
I am not an electrician but it seems that on the panel itself there is a shortage that prevents current from getting to the faulty switches. Does it make sense?
Anyone experienced something similar?
Any ideas what to do?

The power input to that board looks crispy like it got very hot. Look at the circuit traces there. I wouldn't apply power to it unless your right there with an extinguisher at hand

You should have 12+ at the 'in' side of each switch. If you do, then it must be the switches. If not then it is in the internal wiring of the panel. I can't see if it can be opened for inspection and repair. I'm guessing these switches are also circuit breakers, and if so, circuit breakers can go bad after some time and use.
Most likely a new panel from the manufacturer is in order, unless you want to upgrade to one of the Blue Sea panels.
