Help with C-Scow HIN please.

Possible target of opportunity here.
Saw the boat with a "For Sail" sign along the side of the road the other day. Stopped in a took a look at it today. it's a 1978 Melges C-Scow, that much I can figure out easy enough but I don't get the 2nd line of the HIN.



Looks to be in decent shape, obviously been store inside but hasn't been tagged since 1995. If they have a title and I can get it for a decent price it may find a home.

Interesting enough.
Just curious on the history. The two "tags" were part of the boats construction. Anyone know any history on what was going on 37 years ago that would have had this boat manufactured with both a regular HIN from '78 as well as the "ILYA 79"?
