Replacing water tanks

We are replacing the water tanks on a 1986 O'Day 40 that are under the salon settees and we are having trouble accessing them, does anyone have a suggestion

My 39 has a very different arrangement under the cockpit than your 40 but I was under the impression that the water tanks in a 40 were in the same location, aft on each side of the engine. Could you be referring to the holding tanks? Do you have an owners manual? It will show the original location of the water tanks. Maybe a PO relocated them.

No we believe the tanks are in the original location The issue is both tanks together hold 100+ gallons don't need so much. The holding tank is 11 gallons (to small) is under the V berth There is no room aft for any tanks at all even the 3 batteries are tight back there

Want to put the holding tank (bigger) under one of the settees and use smaller water tanks maybe 25 gallons each

So the issue is to get the board off the settee not so easy

The 39 has a holding tank under the bench seat on the starboard side and storage under the port u-shaped Settee. Both sides need access so the 1/4" or so boards just sit in an indentation under the cushions. Maybe O'day or someone though that it would not be a good idea to have 350 lb water tanks loose in the boat in a knock down. Unless someone else speaks up, it looks like you have to cut into one to see what is going on. The tops are plywood correct?
I'm very surprised that they could get 50 gallon tanks under the seats. My experience with O'day (and most other boats) is that there will not be any room for a bigger tank.
I agree with you that the holding tanks are too small and over 100 gallons for a coastal cruiser is a bit much. May I suggest that you consider modifying the port tank to a holding tank since it 's right next to the head and keep the water tank on the starboard side. Just my two cents.
Good luck with this. Please send pictures as you cut open the tops.
