Exactly. I had a large bag of expired flares that I didn't know what to do with so I gave them to the fire department.
I have sailed on Lake Ontario for over 30 years and I don't know ANYONE who has ever used a flare. Most sailors here go out for a 2 hour race with 20 other boats and then come back in yet they have to but flares every 3 years/

I sell "rescue laser " brand signalling devices, and they "meet cg standards" but none are approved to replace pyrotechnics. They are in the approval process, but the coast Guard has not defined the exact requirements.
