Just purchased a 423
Couple of Questions:
1. Where is the best place to store the fenders? Starboard cockpit locker is so deep that you cant get them out if you put them in it.

2. Where is the best place to store cleaning supplies (including buckets, brushes etc.)

3. Where is the best place to store small boat cushions?

4. Where is the best place to store tools, boat parts, caulk, etc.

Any suggestions would be greatly appreciated.

Starboard locker is about the only place to stow any of that gear. Rigging a couple of those net hammocks is a good way to keep some of the smaller things from drifting to the bottom of the locker. Hooks can be added to hang spare dock lines etc. Fenders stow vertically, lines up. Spare life jackets and cushions aft, but located to be reached quickly. Putting cleaning products in a spare five gallon bucket keeps them together and within reach.

Tool kits can be kept in one of the forward hanging lockers along with compartmented containers for spare nuts, bolts, electrical parts, shackles, screws, cotter pins and such. Keeping the tools forward is a kind of a prevention method to avoids inadvertantly storing them too close to the Fluxgate compass for the autopilot.

On my 423:

Tool kit and spares box are under nav seat. Cable (200') and other quick to access stuff (mask/knife) in the shallow port lazerette. Cushions, fenders life jackets in starboard lazerette. Stuff I don't need quick access to like pump parts etc in starboard aft locker. My port aft locker has the a/c unit in it so less convent. Sealed gas tank for outboard along with cleaning stuff in wet locker in the stern. FYI I also keep joker valve spares cable tied to hoses under the head sinks.

I think you'll find out the next time your head backs up ;-). Look on line or West catalog for description - one way waste valve. If you haven't replaced one yet you will shortly.

Congrats on the new boat! [highjack] We came this close to the 423 but went with a 473 mostly because my tall self really liked the longer forward berth[/highjack]. Doesn't the 423 have a rear locker behind the helm? That's where we hang our fenders and lines while under way.
