can't get to the back side of the lock bolt time for the hole saw ?

I'm putting my money on the swing keel's lock bolt hole.

Bole=bolt hole. A nice condensation of words!

This is the side of the keel trunk to get to the nut on the lock bolt you got to reach up and under the seat to get to it . Get out the hole saw and put in a deck plate ? Some pic of keel trunks would be helpfully too.
