Gooseneck hooks

If the hook tips are pointing up allowing you to hang lines then they are installed upside down! Assuming they are are actually your reefing hooks. If I have a chance later today I will send a photo of the hooks in action!

Reefing horns?

Sound like reefing horns to me, too. But they should point down if that's what they are.

This is an M shaped reefing point for the grommet on the sail's leech. It would require a quick disconnect of the boom from the mast to flip it from W to M, if that's the case.

the leatch is the aft end of the sail they are discussing the goose neck or part of the boom that attaches to the mast and the hooks there.
I agree with the other posters, the hooks are for reefing and (if I understand the OP) are upside down.

My reefing hooks are absent . Looking at the ones for sale at the online store here not sure how all those curves would make it thru the hold in the gooseneck . I was supposed to look closer at it while I was at the lake this weekend and other things got in the way . does the goose neck some apart in some fashion in order to install them , ?

Take a photo of the boom and post. Also, if there is none, then look in your parts to see if there is a M shape hook and we can go from there. If none, go on line to U.S. Spars and see if you find it there. You have a Z spar mast and boom and Z spar left the U.S. for which I am not going to discuss why and renergized in this country as U. S. Spars.

However, if you want to, an alternative is to attach an eye below the boom and a cleat on the opposite side. Then take a line and attach at the eye pad and thread it thru the reef point with the sail fully deployed and long enough to tie at the cleat on the other side hanging loose to avoid a short line which you would have to put thru the reef point everytime. It would be a little easier this way. I have also arranged for single line reefing but entails more work and blocks.

Mmsailor as Dave suggests a photo would be helpful but if memory serves there is a vertical pin on which the gooseneck is attached to the mast bracket. Removal of this pin will allow the reef hooks to be slid into place.
