Alright, I know this sounds a bit dumb but I cannot figure out what all three switches go to. I know that one of them is the light/drying fan for the dish rack but the other two escape me. I have a 2005 Hunter 38

Maybe try again with the picture. A little dark on this end and I can't really feel anything from here  .

ITWMB, I'd take the cover off the switches, and trace the wiring behind.

Stop your wire tracing The starboard switch is the plate light, the middle switch is for the starboard ceiling lights and the port switch is for the port ceiling lights. #1 - flip your two cabin breakers to the "ON" position. #2 - flip the ON/OFF toggles on the side of each ceiling light fixture. Use your under counter switches for turning on the cabin lights upon entry.

I tried this. It doesn't work. Could they be used for something else?

These are production boats with a few manufacturing flaws here and there. Take the cover off and make sure the switches were wired and powered.

So the left two switches were designed to control the lights?

On my 2008 38 the starboard switch is for the dish drier, the port switch turns the galley fluorescent lights on and the middle switch turns the main saloon fluorescent lights on. If the switches aren't turning the lights on check each fixture as they also have a switch on them. They could be turned off at the fixture.

I have checked the voltage on the left and middle switches. There isn't power coming to them. It is time to trace wires.
