FCC Cracking Down on Cellular Booster Amps

I was reading the recent newsletter from Active Captain regarding the FCC's action to regulate Cellular booster amps ( bi-directional amplifiers). Here's a copy of the label that is supposed to be attached to all new amps:



Basically, you have to register your device and get permission from the carrier to operate, even older amps. Here's a link to the FCC rule that supposedly went into effect March 1st.

Contrary to what Active Captain describes as Booster users "blowing out the cell phone providers' towers", but is more about creating noise and occupying more bandwidth that reduces the bandwidth for regular users. In 3G/4G networks, power is bandwidth and one improperly installed, or poorly designed amp can cause big trouble for many users in the area. Active Captain goes on to say "Put enough cellular carriers together and new FCC rules seem to magically appear." as if to say they aren't necessary, or the carriers are making a big deal out of nothing. I can vouch that isn't the case. I have worked in this field for many years and these devices are the source for major expense and lost revenue to the carriers, mostly because they're often used improperly.

I was recently working for one of the big carriers at a location along the Mississippi River that was experiencing high noise floor levels and harmful interference. After searching the area, I tracked the offending signal to an oil refinery. The refinery staff allowed me and my test gear to roam their property and I found a construction office that consisted of a shipping container with windows. The contractor had one of these amps with the antennas installed about two feet away from each other on the edge of the roof of the container/office. This was a cheap model that didn't have circuitry to detect oscillations and it subsequently picked up it's own signal on the input and amplified it. So, the owner probably thought it was getting weak or something, but the noise floor increased at the local cellsite tower and every other user's signal had to be stronger than the noise from the oscillating amplifier. Noise floor is the amount of radio signal ( noise) picked up at the cell tower when no real signals are present. It's usually pretty low, which allows 1/2 watt cellphones to operate from miles away. This one device affected thousands of people over the week or so it was out there. There are others on workboats that move up and down the river and are much harder to locate. At least one carrier has resorted t installing extremely expensive active filter systems that search out the offending signals and attempt to filter it out.

A cruising sailboat could present problems like the boats on the river. I was curious if anybody registered theirs or plans to just ignore the rule. What would you do if an engineer from one of the carriers approached you at a marina and asked you to shut down your amp? Would you admit to having one even, or tell him to shove it?

My question, would be how would a person register such a device? Do I just call up Verizon and say "Hey, I have a Wilson booster in my car, and I regularly drive this particular 45 minute route to work, just wanted to let you know."? I would have no qualms about turning one off if I was asked, though, and this is just me maybe... but if I had a decent signal to start with, I wouldn't need one. So in most applications, they would in effect be coming out to tell me to turn if off, and dropping me out of reliable service again. The coverage isn't perfect by any means, which is why these boosters even exist. And especially on water, when you're going to be on the fringes as it is. So are these issues creeping up because of people using the boosters while already in decent areas? Or are they somehow creating a problem, while being used on the edges of a weak signal area? But yes, I would love to know how they expect us a register an off-the-shelf booster. Especially since half the customer service people from pretty much any carrier, are going to have no clue what you're talking about when you call.

Reading the VZW one quick, basically says that any NEW boosters will be made to be less likely to interfere with the networks, and while they will basically give permission to pretty much any consumer, that only goes for the new equipment. That if you're found to use older ones, they'll revoke the permission. However, I haven't found in a quick search, what exactly the penalty is for using one, aside from the risk of someone saying to shut it off.

And I'm sure those of us with older ones are just dying to go spend hundreds more on new equipment. (I love the CNet article about how Wilson loves this new rule... um, DUH. I means they stand to make all the more money from the people who previously bought their gear, having to upgrade.)

I don't know if it is correct to paint this as hysteria. There was a time a few years back when a neighbor had some sort of booster on his CB (maybe HAM) radio. Whenever he would be using his radio, it would crap out my TV. It would turn the picture to white noise and we could hear his voice coming through the TV speaker. He got in a lot of trouble, (not because of me). I can totally see how a few "bubbas" on the cell network with jerry rigged booster would FUBAR it for everyone.

Yeah, I work in this business and am not familiar with any carrier's "registration" procedures, and frankly, have never heard about it. I do know that none are concerned about properly functioning devices such as one installed in a marginal area. That's the purpose of them, and some carriers even sell them. They're worried about the one's that are close to cellsites, or those that are not designed to shut down when oscillation occurs.

Coming from one who searches for interference, it would be nice to know where certain types are used, but what happens if you don't register? The carriers are the ones who will be looking for this and they don't want to play policemen. I would suspect that the FCC would be brought in only in the worst scenarios where it's obvious the source is and the owner is non cooperative. The problem could be the end users might think they're subject to fines if the carrier determines it, and that would be bad for the carriers that just want to clean up the spectrum.

Your scenario using one in the car could be fine when you're 10 miles from the nearest tower, but maybe in excellent service area when you get near "work". Normally, as you are near a cellsite, less power is needed to keep your connection and the cell system can tell your device to lower it's power out to as low as 5-6 milliwatts. Some amps have only one output level - WAO ( wide-ass-open). These reduce the available bandwidth and quality for other users in the area. Combine that with poor amplifier performance, and then a lot of people are complaining about low data rates, dropped calls, etc.

I think Wilson welcomes it because they make quality consumer amps with anti-oscillation circuits and some have programming that allows you to make some signal adjustments, such as power out on both up and down links. New design requirements can help eliminate the worst problems and will probably not require registration. I'm curious to see how the registration part plays out. It's going to be interesting to me, but I think for most people, including users, it will be business as usual and very very few will ever be asked to shut down or be reported to the FCC.

There's a lot of overdriven, untuned CB amps out there, but the difference is CB is a public band that is not used for business purposes. Wireless companies paid billions for their frequencies and they're used for critical comm's by millions of people. The FCC will respond to "Bubbas" in these bands. I don't think there's all that many "Bubbas" trying to have super strong signals, but just poorly designed and installed amps by people who don't know they're causing a problem. I've never come across someone hostile to inquiries, but some will lie because they think they're in some kind of trouble and that isn't the case at all.

One interesting thing about interference from Ham's, I'm a ham radio operator and most of the time, the interference to TV's and other things at the neighbor's house is the neighbor's problem. Many times the TV has no filtering and the ham station is installed and operating correctly. Luckily, most hams will be helpful installing filters on TV's, but some people are surprised to learn it isn't the ham's responsibility.

Don't get me wrong, I'm not really knocking on Wilson. I love the equipment, it's what I have in my car, and I've sold plenty to other people in my day who swear by them. I'm also pretty rural, and have a good handle on where my weak spots are.

The registration thing does make me wonder why though. I mean, the only logical thing to me, is so that if there's known boosters being used in a certain area, and another customer calls in to complain about issues in that area, they can use it to see if there's a correlation. But that's all I can see it for. They certainly have better tools to check for coverage issues, so it's not like it's really a "oh, there's a lot of boosters out here, better see what we need to do" thing. And you're supposed to notify them of any change in location? So are they mainly concerned about fixed-mounted, home/business based units that are operating full time from one location? Or should I stop on my drive to TN in two weeks, every fifteen minutes, to call and update them? And like I'm going to read all the info, and decide that yes, I want to register my OLD equipment which is exactly what they're complaining about...And then what about if someone with an AT&T phone hops in my car and tosses their phone into my cradle? They're supposed to call AT&T and say what? I'm not going to register my booster with every carrier on the chance that someone MIGHT use it.

There are just way too many open grey areas with this, and I highly doubt any clarity will come soon.... maybe they need a booster for that?

So, in one sense the "provider" is profiting by the weak signal by selling add-on equipment.

Since Beacon isn't a cell phone company I wonder how their booster service fits in to the "register" requirement? I wonder if they would disapprove of using someone elses aftermarket booster on their system?

This is typical AC. A while back we were all going to have our computers hacked by Facebook Firesheep, recently our paper charts, all paper in fact, are "dangerous", and near death, and you should throw away all of your charts and electronics and circumnavigate with your iphone and ipad. Take advise for what you pay for it, but beware of the "experts". Especially those that want us to see how knowledgeable and important they are. The truly knowledgeable people like Forrest15112 are few in the boating world. Thanks for your input. Chuck

Beacon's devices are primarily WiFi extenders and not subject to the rules. I looked at their X4G model which incorporates a cellular wireless aircard. It doesn't appear to have any kind of bi directiopnal amplifier ( except on WiFi) and just couples the air card to a higher gain antenna. It wouldn't cause the same kind of problems, but you might be surprised when your data bill arrives.

I would be surprised if they tried to collect any kind of fees. The way it works is the cell phone network is constantly monitoring the quality of every single call and RF conditions at every single site. They know when there is any type of interference, especially if it is recurring or constant for any length of time. Statistical measurements are endless. Ideally what would happen is when stats indicate interference of the type caused by these amps, they would search the list of nearby devices and then look for the signature noise and triangulate it. They might just ask a particular amp user to shut theirs down while monitoring in real time. I could see it annoying some customers if a nitwit engineer keeps bugging them in a stubborn trouble area.

The FCC has NO sense of humor.
To give an example, my ham radio has all the HF bands hams can transmit on and the full 0.3 to 442 MHz receive. The transmit bands for CB are locked out by software. Some enterprising hams found ways to change the internal jumpers so this radio can also transmit on the CB band. That makes the radio illegal and if the FCC catches you with one in your possession it WILL impose a $3000 fine. So they will let you talk on the CB band without a license, let you home brew your own CB radio, but if you modify a certified ham radio it breaks the "rules" and you get fined.
If the FCC says you must then I'd take that to heart
