Million dollar question what part is this? used on a sailboat?

Just got our DG's Sail trim guide and handy cards by the way lots of great material well worth the money!
But about mid way thru the STUG book this item was included? it has sandpaper wrapped around it, not sure if its used in binding books, the wife's nail do thingy,,or something else and if you like we could post it back!

It's just a sanding tooll for small spaces

Brad: I have no idea how that item got into the book. I've never seen anything like it and have no idea what it is. I double seal the shipping envelop so the post office could not slip it in without tearing the envelop apart. I've sold over 6000 books and over 9000 charts worldwide and never had this happen.

I don't know what to tell you other than to only handle it with rubber gloves and throw it away since I have no idea where it's been!!
