Check throttle and compression

Check the throttle by manually moving the throttle lever and see if the engine revs higher than by using the lever. If that seems OK, best place to usually start is a compression test

Mixing elbow

If the mixing elbow hasn't been replaced in the past five years, you could be choking. Ask a pal nearby with a comparable engine to listen to it.

Check your prop

Since you are saying 1/3 power I assume you mean in gear power and not 1/3 rpm's in nuetral. If so take a quick dip and feel around the prop and shaft for fouling. A wrapped rope or barincales will ruin the profile of your prop and take away most of your thrust. If you mean rpms check fuel filters and mixing elbow. Also might check your decompression/kill cables for proper adjustment.

Hi Noticed you comment. When you manualy (push the throttle arm on the engine) is the engine suppose to rev up higher RPM than it does normally from the cockpit. When I bought this thing, from the cockpit it would rev up to where I thought the engine was going to jump out of the boat. It sat awhile then has never been the same. Seems to me I should have more rpms also? I had the injectors cleaned and checked.
