wing keel seem showing

I am interested in buying this 1989 capri 22.

how bad of a problem is this seem? Any thoughts, comments or suggestions will be appreciated

Appears the keel bolts are loose. They should be checked periodically to
insure they are tight. Is the bilge dry? I suspect that you could drop/re-bed the keel
and tighten the bolts to proper torque. Then you will need to fair the keel, and paint. Probably
Arrived coat the area before paint.

what does "arrived" coat mean

should I be worried about wood rot where the iron keel boats to the "stub" on the bottom of boat?
