From that pic it looks like the portlights are just a lil' dirty.
But if you see sparkling that looks like tiny hairline cracks or splinters
then the lexan plastic that all the new boat manufactures use may have
stress or flexing cracks forming. As stated defects in the plexi-glass
or workmanship in the installation should be covered under Catalina's warranty.
I would contact the dealer who sold you the boat for warranty issues.
Lexan & plexiglass are famous for flexing when the hull & deck are under
stress from the flexing of the hull under sail or during transport via tractor trailer.
We had an O'Day 35 which had the orginal Lexan ports replaced, only to begin
to crack again within a year's time. My former S 2 also had smoke Lexan which can & will
chip, crack & create small stress lines whrere "sparkling" as you refer to it occurs.
A lot of folks complain about the older glass ports on Catalinas leaking at the seams,
but at least the glass is very durable & doesn't normally crack when under the stress of sailing. In my opinion tempered glass is much more durable then any plexi or Lexan made. Contact Catalina & find out what their position is regarding warranty claims.
Although be aware that an aesthetic defect is considered different then a failure of a component. I say that because I work as a building inspector & buyers have unrealistic expectations of perfection sometimes. But a Catalina 445 is a flagship model & Catalina should stand behind one of their most expensive yachts.
