Typically the windless and thruster breakers are located adjacent to the battery switches. These are large 'thermal' breakers (see series 187 or 285 thermal circuit breakers in west catalog pg 412) vs breakers that are on your electrical panel.

If you cannot get your windlass to work, consider that they usually are installed so that they only are able to operate when the engine is running.
