Winch on a angle spacer or not?

You would need a strong stainless pad or similar on the inside to take the load.
There is already a turning block for the Spinny sheet - forward of that would work I suppose.
Still not clear why some/many Vegas don't have this problem?

That setup's way beefier than the Vega's spinnaker sheet block (which is further aft). I still wouldn't use it, though, for several reasons: - the friction that the extra block adds - the extra load that's applied to the block and the hull - the line between the winch and the genoa car is clear and doesn't need to be improved - .. but above all there's fewer places for a jam if you have to dump the sail in a hurry. The range of angles from running the sheet through the genoa car is fairly limited - again, look at how robust those fittings are compared to those of any block you might be using.

A free running turning block adds little friction. Installed as it is there is no worry about loading. It's common to see this arrangement. As far as I know all CS's have it up to 40' as well as many others. It gives a consistent lead the the winch wherever the block is on the track - and for different jibs it has to be moved. The only other way I know of is a second block at the aft end of the track which will also give a consistent lead to the winch but adds more loading to the track.
