I have been looking to buy a spare winch handle, but the type of winches on my boat are a bit unusual. Does anybody have any information about these? See the picture.

it seems your best bet would be Bacon's but these puppies ain't cheap - in the neighborhood of 50 clams or so. Good luck!

Older fibre winches
Wow !! I thought I had the only pair of winches like these still alive!!! Mine are now in retirement and are a little different. The handles on mine insert into the base of the winch but look the same. I found spares at one of the local marine flea markets sponsored by Yacht Clubs. good luck in your search!
