Widgeon Hull Blister - What to Do?

In the spring I lightly sanded the bottom of my Widgeon and painted it with West Marine Bottom Shield. When I had sanded it, I also filled in a bunch of dings and gashes. The bottom of the boat still had some other paint on it, but the Bottom Shield said it was good to go over almost anything. So I pulled her out last weekend and I noticed a couple of what looked like bumps under the paint. So I scraped off a little of the paint and it was not the paint. I could see the blue of the hull underneath. So are these bad? I've only got a few - say five and they are 1/2 inch across or less. The rest of the bottom looks fine. Finally, the Bottom Shield paint was soft when I took her out of the water. Is this right? There were not weeds on the bottom, but when I rolled her up on the trailer some of the paint came off on the rollers. Hope this isn't serious because I love my Widgeon. Regards, Mark
