White smoke is likely steam

The white smoke is most likely steam from over heating. I had the same thing happen and it was a partially clogged hose at the raw water intake. Some small twigs got sucked in and got stuck in the hose before the filter. Just enough water got by to not cause a problem at low rpm. The raw water could also be plugged up.

Steam

White smoke can be steam, but it is pretty easy to tell. If it is steam it should dissipate pretty quickly, if it is engine smoke, it won't dissipate as quickly.
