I'm restoring a 22' MacGregor and don't not know for sure where to install the step plate on the deck house. The deck house has been rebuit and strenghtened, the interior bulkhead is removed and will be repaced with a stout stanceon to the CB Box.
Also, how long should the forestay be? It is broken and missing the turn-buckle. Any help?

The plate should line the mast up with your compression post. That is the post inside the cabin over the keel. If you removed it with the bulkhead you will neef to replace that first.
As far as your forestay is concerned I believe that 26' should give you a little extra. I would attach one end of the cable then step the mast in plasce, with the desired rake, using the jib halyard for supporr. Attach a Johnson lever and snug it down with the lever extended then crimp the ferul to fit. When you pull the lever closed you should have pretty close to the correct tension with only minor adjustments using the side stay adjustments .
