What's the idea behind this design?

Crew weight on the wing replaces ballast to achieve stability i.e. carry more sail area and as Ross said, "Go Fast". Unfortunately designs like this haven't always done well in bad weather. Chicago-Mac for instance. And, locally here one turned over on it's mooring in a storm. The insurance adjuster was said to have commented "Oh that happens all the time".

It's a Kiwi 35. A cross between a skiff and a keelboat. Great for the lake it's on. . Not so much for offshore as others have noted; it's sister ship 'wingnuts' capsized in the ChiMac in 2011 with the loss of two lives.
