I doubt there is much difference. The paint is still on the gelcoat.
Gelcoat is generally thicker than paint, so scratches are less noticeable. Paint over a different color gelcoat will show scratches, especially dark paint over light colored gelcoat.
Some paints can be repaired easily, others not so much. Gelcoat is easy to repair, although color is sometimes difficult to match, not all whites are the same color.
