What to buy? Rhodes, Mariner, O'Day??

A Catalina 22 won't sail in saltwater? Really? 
Be sure to save lots of that $8K for after-sales expenses. I don't know what moorage is like over there, but to moor a 22ft boat over here, you need:
- a Survey (required before you can get insurance), which costs about $200, then easily $500 in things they say you have to fix
- Insurance (required before you can get moorage): $150 or so a year
- Moorage: About $3K/yr for a 22ft boat, most likely with a 2-3 year waiting list.
So, with your budget, you'll be trailering (not sure about licensing and insuring a trailerable boat in your area...). That means a swing keel or centerboard and water ballast. Any fixed keel deep enough to let you sail to windward decently will be impossible to launch in almost any launch ramp.
Fortunately, there are LOTS that fit the bill. The Mac222, the Catalina 22, and many O'days, and I think a few Hunters, would do Just Fine. Add a porta-potti down below and you're Good To Go!
Oh, and one good thing about a trailered boat: you can put the kids aboard in your driveway and get them to pretend they're going places. That'll get them ALL fired up for the Real Cruise when it happens...
