So husband and I are still in the process of restoring our 1963 Columbia 24, shes almost ready, we pulled out the box of random hardware we got with the boat to start going through all the rigging and this is something we've never seen , perhaps Columbia specific? What in the world is this?

maybe a boom vang?

looks like it's probably a boom vang but I'm only guessing. Does the hoop thing mount on the base of the mast or the boom somehow?

My guess would be some type of boom vang that is designed to be used on a roller reefing boom. Do you have a roller boom?

The hardware doesn't fit around the mast or boom , we are sure it is original to the boat as the pulleys have all the same insignias, husbands thinks it has something to do with the lazy/after guy?

Vang system for 'roller-boom' reefing .... from the '60s

Its a prehistorical and very obsolete vang system used on roller furling booms that quickly went out of 'vogue' in the 1960/70s ..... as it didnt work very well at all. "Slab reefing" or "jiffy reefing" techniques replaced this 'abomination'.

There is probably a 'gear' (or remnants of same) on the boom near the gooseneck onto which one puts a handcrank to 'supposedly' roll up the mainsail onto the boom as it rotates when 'cranked'. The 4 rollers on that 'torque collar' rolled over the sail as the boom rotated. Problem was that most mainsails at that time were 'shelf footed' (extra cloth panel installed along the foot/bottom of the sail) so that the foot of the sail would take a more curved shape on the boom. The shelf foot didnt roll up very well and caused a lot of 'bunches' on the boom when the sail was 'rolled' leaving the unrolled portions of the mainsail to become a 'god-awful' shape. You probably also have the mainsheet system attached to the very aft end of the boom and is able to allow the boom to rotate on this connection of the mainsheet system.

This equipment was from a long-bygone day when sailors actually 'shaped' their sails to match the wind/sea conditions for 'best performance' and safety.

With the current 'vogue' of loose-footed mainsails (foot rope doesnt fit into a groove on the boom), there is a 'resurgence' of roller boom reefing ... and its still as 'abominable' (just a teeny bit less than) as the original 'roller boom reefing' that was totally abandoned 30-40 years ago. Those who experienced and who 'remember' such god-awful reefing systems will not have the modern so-called in-mast or roller-boom reefing ... as we already lived-through it and supposedly 'know better'. :)

What is it?

Its definitely a boom vang attachment for a 60`s boom roller style reefing. I had one of these on an Alberg 30 I owned 40 years ago. The circular yellow part is designed to fit over
the back of the boom to attach the vang to it. So if you had to reef the boom would roll with the fitting attached. It probably fits. You just not putting it on right. If it fits or it dosent basically its usless. The blocks and lines with the vang attachment might be ok. You can add a bail to boom to use a vang or preventer My advice get a couple of blocks and line and put
jiffy reefing on your boat. When your ready either I or one of the other guys on the board will
explain how to use it.

We have the same horse shoe shaped hardware that came with our Tartan 27' (1967). Roller boom furling for the main, yup - never used it as our main has reefing points for slab reefing.
Your hardware looks to be set up as a vang with the blocks and tackle on it. It could be used as either a vang or a preventer on the boom for long downwind tacks.
Save the horse shoe hardware as a conversation piece and use the block and tackle hardware for something else.

Rich H nailed it...

I started sailing keel boats on a Columbia 26 with roller boom reefing. The Columbia 27 I raced on had the same boom and used this device as a vang to adjust the mainsail draft. Throw it back into the box, rig the mast/boom/mainsail for slab reefing and obtain a convential vang setup.

We have a Columbia 24 in our club that the original owner won the club championship with more times than I can count. The new owner has refitted it with new sails and running rigging after an Awlgrip paint job and it looks and acts every bit like a new boat. Once the new owner figures out how to sail it, it is going to be a tough boat to beat!
