I was looking at my hull, considering what I'm going to to for bottom paint in the next few weeks. I noticed a few patches of paint gone, exposing a shiny copper colored paint beneath. What do I suppose it is? I'm thinking it's some sort of speed paint? I remember on of the paint companies had something like that. Any ideas?

If in fact someone painted something ON TOP OF VC17, your 'blisters' will continue until it 'all' falls off. Virtually 'nothing' can be satisfactorily applied 'on top of' VC17.

That the undercoat is a bright copper color is highly suggestive that it is VC17 (or can also be "Balto-plate", quite similar to VC17).
VC17 is readably soluble in acetone so a 'quick test' would be to soak a rag in acetone, quickly apply the rag to the suspect area and quickly cover the rag with saran-wrap or aluminum foil, etc. to prevent the acetone from 'flashing-off'. If after a few minutes contact of the covered acetone soaked rag onto the 'copper color', when you remove the rag and LOT of the copper somes off with the rag ... pretty much indicates with a quite high probability that its VC17.
Hopefully the 'other' paint is also VC17 but 'high colored' such as blue or black which can 'hide' the copper powder ... so you might want to also test the 'other' color in the same way. But, IF the 'other color' is not VC17, then eventually all the 'other' color PLUS all the copper color will have to be stripped if you want to apply another type of bottom paint.
VC17 is primarily TEFLON + copper powder based ... so nothing is going to adhere to it other than more Teflon/PTFE based material, its that 'slick'.

If that is the case will a high pressure washer take the blue off?

If it does turn out to be VC -17 and you get the other paint off, there is a lot to like about VC-17. It works well in this part of the world and up the river is even more like the areas it was primarily designed for.

There is almost no surface prep in the spring if you got a good power wash in the fall. Application is tricky but easy. If you decide to put more on, let me know. I'll let you help me paint my boat so you can see how:)

Tempting! Very tempting! Is this a kind of "I reckon there ain’t one boy in a thousand, maybe two thousand, that can do it the way it’s got to be done!" thing???

Did you get to the show? Amazing! Simply amazing! The craftmanship was breathaking. More money in hardware on those than I have in my whole boat! I looked for MaineSail but I didn't see any Bed-It Butyl signs to clue me in. Maybe next year.
