What is this material?

A previous owner replaced bilge covers and a bulk head with it. Seems water proof as the bilge covers have been sitting in water for awhile. I've never seen this material before. Seems synthetic like fiber board, but made out of recycled plastic maybe? Mostly I'm trying to figure out if it needs any special treatment to accept paint, cut, and drill.

Looks like some kind of chip board that might be used for house sheathing. Sand off some finish on the edge to see the cross section.

It is not something I recognize. Twenty questions to get more information.
  • Is it solid surface or porous?
  • Is it heavy or light in weight?
  • Does it float?
You can see where is is going.

With not much to go on, if I wanted to paint it I would first try sanding it. I’d try a primer for the type of paint I want to use and see what happens.

Cutting it, shaping it, drilling it can all be considered.
