cockpit scupper thru hull? With one person at the stern, an 8 h.p. o.b., and a full 3-gallon tank of petrol, the bottom inside of the fitting is awash. At one point last season with six adults on board, the thru hull was completely submerged. I realize that as long as the scupper drain hose and clamps are sound, this is not a problem; but I was still wondering if other H23s ride this low.

Hunter 23 China Syndrome!

That's the way she rides. All the more important to make sure the drain hose is secure & watertight. Think about it, if the hose or fitting leaks more water enters the lazzarette which lowers the waterline, which allows more water to enter, which lowers the water line. What you end up with is a boat meltdown China Syndrome. I have heard of a 23 sinking this way!
