On a mission to rid interior of moisture. While prepping for false bilge removal noticed slight dampness near water heater. Removed same. Noticed waxy buildup under flanges where heater is screwed to decking (see pix). Any perspectives? Normal/abnormal? There for a reason? Artifact from leakage? Remove prior to reassembly or leave it alone?

Sorry I can't help you with that one. When I pulled my floor last fall there wasn't anything like that under my hot water tank. Could it be solidified antifreeze? Does antifreeze leave a film when dried?
Has it damaged the floor? If not then I would ignore it.
Like I said sorry can't help you with that one.

Well, it looks like the reaction between moisture, perhaps from a small leak characteristic from expansion when the heater starts up, and the finish on the sole under the heater. Unfortunately, this is an indication the wood is vulnerable to moisture and degradation. I think to sand, clean, and reseal these areas to protect the wood and to support the heater is the proper course of action..
