What exactly do you mean by "...So that does not drain" ? Where do you expect it to drain to? ALL of the bilges are lower than the cockpit drains. You've either got to hand pump them, or install electric pumps...OR best of all, find and stop all leaks.
There are not too many below the waterline thru-hulls to speak of for the H22:
1-- keel mounting bolts,
2-- underwater log on port side of swing keel trunk under storage location just aft of the bulkhead,
3 -- the galley sink drain under the port quarter berth, and
4 -- the common cockpit drain fed by the two cockpit scuppers all the way aft.
Intermittent leakage may come from the forward anchor locker / bow eye area.
Yes, the two brackets mounted with the 4 bolts on either side of the swing keel do hold the keel (pivot) in place. when removing these bolts, beware that the keel weighs about 80--100 lbs. so if / when you do drop it..be ready. The only other attachment on the swing keel is the up/down haul line, which is attached to the top of the keel with a small shackle and SS cable.
